10+ Years of Excellence in Civil Engineering & Groundworks
Cottier Contracting delivers Section 278 (S278) works for developers and main contractors across the South East and London. Our s278 capability typically covers the road works that bring a development onto the adopted highway: new site access, kerbing, footways, highway drainage and surfacing, executed in line with the s278 agreement reached between the developer and the local highway authority.
Most often it forms part of our wider groundworks and civil engineering package, so the works on either side of the site boundary progress as a single, coordinated programme.
A clean handover from your site to the public highway depends on the s278 element being delivered to the local highway authority’s standard, on the right programme, and without compromising the wider site works. We deliver the s278 package as part of an integrated groundworks and civils offering, taking the design issued by your appointed s278 designer and building it through to LHA sign-off.
Our s278 work most often covers the road build itself, including the new vehicular access, kerb-line alterations, footways, highway drainage connections and surfacing, alongside the lining, signage and traffic management that bring the works to handover.
Site Access & Road Construction: New vehicular accesses, junction tie-ins, kerb-line alterations and the road build itself, constructed to the s278 design and local highway authority specification.
Drainage, Footways & Finishes: Highway drainage connections, footways, kerbing and surfacing sequenced with the wider site drainage and groundworks programme.
Traffic Management & Coordination: Traffic management arranged in advance, statutory undertaker liaison handled, and records maintained through to local highway authority sign-off.
Section 278 works sit at the interface between a private development and the live public highway. That makes traffic management, public safety and tight coordination with the local highway authority non-negotiable. Our teams are experienced in working under the constraints that come with operating on the adopted highway, including agreed working hours, temporary traffic regulation orders, statutory undertaker liaison and final inspection sign-off.
We integrate the s278 element into the overall site programme so the wider groundworks and civils package isn’t held up at the boundary, and the road can reopen to traffic on the agreed timeline.
Working adjacent to live traffic carries hazards that have to be managed in line with current legislation and the local highway authority’s requirements. Our procedures cover traffic management plans, site supervision, statutory undertaker liaison and ongoing reviews of safe working practices. We hold the records and method statements required for handover so the road can be signed off and reopened on programme.
